Obese Boy Scouts left out of national gathering - U.S. News

The tents below will house staff members at the Summit Bechtel Family National Scout Reserve in Glen Jean, W. Va. More than 30,000 Scouts, leaders and others will descend on southern West Virginia for the first ever National Scout Jamboree to be held at the site.

Boy Scouts attending this year?s National Scout Jamboree will have a lot more physical challenges to endure there, but even before setting up camp in West Virginia they had to undergo fitness exams, including a screening tool for obesity.

The new site for the celebration of Scouting, the jamboree, which officially begins Tuesday, is located on more than 10,000 acres in the southern part of the Mountain State. More than 30,000 youth and leaders are expected to join the 10-day jamboree at the Summit Bechtel Family National Scout Reserve.

The jamboree will be held ?on foot,? meaning there will be no bus circuits or personal vehicles on site. Participants will be hiking even more than in the past, with the site providing hilly inclines, and some activities ? climbing, mountain biking, rappelling, rafting and skateboarding ? will require more stamina and fitness, the Boy Scouts of America said on its website.

?It is essential that all participants and staff are prepared for their Summit jamboree experience,? the Boy Scouts said. ?Our goal is to prevent any serious health-related event from occurring, and ensuring that all of our participants and staff are ?physically strong.??

The Boy Scouts of America published its height and weight requirements years in advance of the Jamboree, prompting many Scouts and adult leaders to begin a health regimen to shed pounds, Deron Smith, a spokesman for the organization, said in an email.

?Teaching Scouts and Scouters how to live a sustainable life, which includes a healthy lifestyle, and the health of our participants are important goals of the jamboree,? he said.

More than one third of American children and adolescents were overweight or obese in 2010, according to the Centers for Disease Control and Prevention. Childhood obesity has more than doubled in children and tripled in adolescents in the last three decades.

The Boy Scouts used the CDC?s body mass index (BMI), a screening tool for obesity, in deciding whether adults and youth could join the jamboree, which is held every four years. For past jamborees, attendees filled out health forms, received a physical and got a doctor?s release, but the BMI was a factor added for this year?s event, Smith said.

BMIs of 25.0 to 29.9 fall in the overweight range, while those 30.0 or higher are considered obese, the Boy Scouts said.

Those applicants whose BMI was greater than 40.0 were not allowed to participate. Jamboree medical staff had to review all applicants in the 32.0-39.9 range, including checking their health history and the recommendation of the individual?s medical provider.

The new jamboree site offers 36 miles of mountain bike trails, more than five miles of zip line challenge courses, kayaking, bouldering and BMX, among other activities. The staff village is also 200 feet higher than the flag plaza in the Summit Center, and staff would make that hike ? or one similar to it ? probably two times a day, the Boy Scouts said. Youth from ages 12 to 21 were expected to participate.

The national jamboree is a ?physically demanding experience? being conducted at a ?high-adventure site,? the Boy Scouts said on its website. ?For that reason, physical standards have been set unique to the jamboree. These standards help highlight some of the challenging terrain at the Summit and types of activities that will take place, all with the goal of keeping participants safe.?

Smith said Scouts and adult leaders who didn?t meet the requirements chose not to apply, and he didn?t have data on the numbers in that group who were impacted by the fitness standards.

Nation's priority is skill development, Food Security can't feed India: Modi


Pune: Taking a dig at UPA government's ambitious food security programme, Gujarat Chief Minister Narendra Modi said India's priority is skill development and merely bringing in the Bill would not feed the needy.

Modi, who was recently appointed as the BJP's election campaign committee chief for the 2014 Lok Sabha elections, talked about the lack of skill development in the country. He said the perception that a person who has a certificate is talented and skilled is wrong. "The nation's priority is skill development. We have 65 per cent youth in our country. They are hard working but they lack skills. They have certificates. The Central government thinks that a certificate by itself grants a person skills for employment, just like they believe that the Food Security legislation by itself can feed the nation," Modi said.

Citing the example of the US, the BJP leader said that India should also try to use the research work of its students in the development of the country. "It's unfortunate that India has not used the research work of its students in the development of the nation...Research plays a very important role in a country's development," he said.

Narendra Modi said 'there is a sense of despondency in the country today' and stressed that there was a 'need to modernise India without westernising it'.

Drawing a comparison with China, the Gujarat Chief Minister said that while the neighbouring country has invested 20 per cent of its GDP on education, India has spent just 4 per cent. "China and India are not very different. India used to have two of the five world-recognised educational institutions, but in 10 years that has come down to one. China never had a recognised university; now they have 32," he said.

Modi said, "There is a sense of despondency in the country today" and stressed that there was a need to modernise India without westernising it.

"There is a need to nurture talent for nation building," Modi said, peppering his address with achievements made by the Gujarat government in education and other sectors.

Modi, who once again found himself in the eye of a storm over his recent "puppy" remarks in an interview to a news agency, interacted with students of Fergusson College where he had gone to inaugurate an amphitheatre.

Underlining that education plays a crucial role in a nation's development, Modi said, "If we want to have a good education system, we should create good teachers, which has not been a priority."

Stating that "there is a big difference between 'others' and us", Modi said, "Other people are interested in power. We give priority to empowerment. They want power, we want to empower every citizen of this country."

"I don't want to make any political statements here, but have the expectations from the system been fulfilled?" Modi asked.

"After Independence, had we opted for modern education, we could have done a lot in these 60 years," he said.

In a bid to reach out to the young audience, Modi said he is very active on social media because he wants to connect with the youth of the country. He added that before coming to Pune he had sought suggestions on Facebook from people and was glad to see that 2,500 people gave their advice to him. "My speech today is a reflection of the thoughts of the young generation of this country, including the people who advised me on Facebook," he said.

Egypt swears in Mohamed ElBaradei as interim vice-president

Mohamed ElBaradei, a former senior UN diplomat, was sworn in on Sunday as vice president, a job he was offered last week, as Egypt's interim prime minister assembled his cabinet.

Hazem el-Beblawi, a 76-year-old liberal economist appointed interim prime minister last week, is tapping technocrats and liberals for a government to run the country under a temporary constitution until parliamentary elections in about six months.

A former ambassador to the United States, Nabil Fahmy, accepted the post of foreign minister, a sign of the importance the government places in its relationship with the superpower that provides $1.3 billion a year in military aid.

"I was asked to take on the post of Foreign minister in the new cabinet, and I listened to the [prime minister's] vision for this post, discussed a few issues and I accepted this position."

Hany Kadri to be offered finance ministry

Government sources have told Reuters that el-Beblawi will offer the finance ministry to Hany Kadri, formerly the official who oversaw Egypt's negotiations for a rescue with the International Monetary Fund (IMF), which stalled under deposed Islamist president, Mohammed Morsi.

Notably, Kadri is a member of the Coptic Christian minority, 10 per cent of the population, which complained of being marginalised under Morsi's Muslim Brotherhood. Morsi's cabinet had only one Christian, as minister of scientific research.Accepting the position of culture minister was Inas Abdel Dayem.

"Hazem El-Beblawi asked me to head the culture ministry, and I will hopefully be in everyone's good grace," she said.

Information minister Dareya Sharaf said she hopes to restore the media's identity.

"I have been asked to head the information ministry, and I hope that in the coming few days, Egyptian media can become like it was before, whether official state media or privately owned press," she said.

Sunday marks a week without street violence after clashes between the army, Morsi supporters and opponents killed more than 90 people in the days after his overthrow.

Also, there has been a step-up in attacks in Egypt?s Sinai peninsula since the overthrow of Morsi that has raised concerns over militancy.

Some experts are saying that fears of violence may spread from the Sinai into rest of Egypt.

SAN FRANCISCO ? Protesters angered by the acquittal of George Zimmerman held largely peaceful demonstrations in three California cities, but broke windows and started small street fires Oakland, police said.

The gatherings Saturday night ranged from a few dozen to a couple hundred people turning out to protest the verdict in the Florida courtroom over the death of Trayvon Martin, and police said some of the demonstrations continued into the early hours Sunday.
